In 2015, Lilith Fund and Avow Texas, with support from the National Institute for Reproductive Health, hosted a roundtable discussion with local stakeholders on the state of reproductive health care in Houston. The purpose of the roundtable was to identify the unique reproductive health needs of our local community and to create dialogue around possible city-wide solutions.

In 2016, the Lilith Fund and Avow Texas, with support from the Texas Freedom Network, spearheaded the creation of the Repro Power Houston Policy Agenda for the city that encompassed proactive solutions to the needs identified at the roundtable. Together, we hosted a grassroots convening to unveil this agenda and activate Houstonians to promote the agenda in their communities and among local leaders. The goal of this grassroots engagement work is to build widespread city support for equal access to reproductive health care, including abortion, so the necessary policy protections outlined in the agenda can be locally implemented.
